Governor Ken Curtis says that an oil refinery plan cannot be legally rejected just because it is an oil refinery, but the plans must be examined for their impact on the environment and evaluated on the basis of the guidelines set out by law; a referendum against oil refineries would be interesting to the legislature and the governor but legally it has no weight;
