State of the City; Live broadcast of Mayor Raymond Flynn's address to the city before an audience in the auditorium of the JPHS. He listed what he said were changes: Improved road services; Needs of poor and homeless with better food access and rules of fairness for determining who who will benefit from programs; He set out a plan for the downtown; He charged that the budget has long been out of balance but he says that now this has to change; "We don't want a bailout; we want to fix the boat;" Boston contributes to the state; while the city is capped by the state; Boston is too reliant on property tax for its revenue and needs to expand its revenue streams, the mayor suggests; reactions are offered by Lawrence DiCara and Royal Bolling, Jr. in the studio; the mayor provided some follow-up quotes after the speech.
