Henderson standing in front of large oil tank reports on annual Bangor oil use, half million dollar cost to buyers, and bidding for contract. Bangor has used one supplier due to Federal Energy Administration regulations, but regulations are now lifted and city is reluctantly putting out contract to bid again. Interview with city official who is uncertain on what the results of the bidding will be. Concerned about possibility of another oil shorage in the future.
