Boston Police; a new police commissioner, Francis "Mickey" Roache is facing a city of low morale, fewer officers, financial problems, closures, a shortage of middle officers; his early action is to appoint some officers with a special charges to create an environment of weeding out corruption; Roache is interviewed and he says his hope is that when his term is done that the department is unrecognizable to those who served before his term; Barnacle adds his thoughts about what is required of the police department; lead-in for "The Fall-Guy" commercials included;
