When they get up, their clothes have paint on them; theme song; Frank and Joanne talk about the value of rules; Joanne visits the control tower at Logan Airport and talks to the traffic controllers about rules for safety; Frank and Carl talk about the "why" of rules; Joanne and Carl talk introduce Michael Field who talks about government and how it makes laws.
