Executive Council Chairman Carl Cianchette, sitting at a table and flanked by committee members, outlines rules for review of Governor James Longley nominees, and says at the outset that Executive Council should be abolished as soon as that work is done; he says the nominees shall be afforded an open and public hearing so that the anyone who wants to know about the nominees can be satisfied and so that the nominee can adequately present his or her credentials; behavior during the hearings is guided, and the proceeding will be taped;
